A lottery is being held on a platform. The proceeds will go to the lunatic asylum, or madhouse.
Dignitaries draw lots from two baskets, one containing a prize, the other a little verse. The figures watching from the alcove above the stage probably depict lunatics. The Madhouse, was founded in 1561 and located on Kloveniersburgwal, then on the city's outskirts. The building soon proved too small, and the money needed for the new development was raised by lotteries that offered all sorts of prizes. The extension wasn't built until 1615.
