This model has been in the possession of descendants of Jan van der Heijden (1637–1712) who invented major improvements of the fire engine. In 1677 he was awarded a patent for his invention. Maybe this model had been made for this occasion. It could also have been used for demonstrations to convince potential customers. The vacuum-and pressure pumps, in combination with the pressure tank (in the model made of glass), provided for a powerful unbroken jet of water.
